This is where the second part of the Chuunin Exams goes down. The objective is to get both scrolls, Earth and Heaven, and reach the Tower in the middle in order to pass to the next phase.
The Final Tournament is where it is all solved. The strongest genins of each year face each other in order to prove their worth so that they can become Chuunins
